Same for conquering all of North Africa and keeping units in the cities by Italian troops... once you take Paris with German troops, they go back to Free French, and the Italians get a free plane ride back to Libya. You can take every French city first, and they all still revert. Sinister... Free French cities should not be carved out of conquered cities. That should be an easy fix.

I found the way to do it that I want... just had to look at the activation scripts and set the relevant flags to 0, though I think the checkboxes in the Scripts link does the same thing. (on/off) Interesting that I can keep Russia neutral for some events, and not touch the others. I like the granularity of control.

OK, so HOW exactly can I use the editor to keep USA and/or Russia neutral until attacked, for the entire game?
