It shows in my device manager that my video card is in use and the drivers are recognized, no driver conflicts are found and the device is operating correctly.

Im having this same problem, I start the game it goes to a black screen and then shows a part of my desktop in what looks to be 800x600 or 640x480 resolution and then it just crashes back to desktop and gives me the error submission window. I just updated my video drivers today and I tried deleting the openAL .dll files but neither worked. Edit: I have an Nvidia GeForce 6600 with an AMD athlon 64 3200+
