I am currently playing a PBEM game with Rambo in which the U.S. joined before the U.S.S.R. But he had invaded both Portugal and Spain. The U.S. readiness went up rapidly after that but the U.S.S.R.'s was realitivly unaffected. In my experience, it only happens if the Germans get within a couple of hexes of Moscow.
