  3. I'd say the "Rule set" you are seeing is to do with CMMOS, which allows you to swap and change between mods with the click of a button.

    To be CMMOS compatible mods must have a "rule set" written for them, at least that is how i understand it, I don't use CMMOS myself. Do a search on the forum for CMMOS and i'm sure you will find more answers.
