As already mentioned, if Play are based in Jersey they are tax exempt. I've bought from them for years and they're always very reliable.

To me, that article looks like it's talking about the Operational side of things. In fact the whole idea of "mobile defense" is an operational idea no? The tactical phase of "mobile defense" would still be fairly static.
