How do you determine FPS?

Frames per second is often used to determine performance in games such as Combat Mission. Could someone give me step-by-step instructions on how to determine this? Thanks.

Thanks Kevin. I now know I'm getting less than 10 FPS with CM. This will serve as a good way to compare when I get my PIII 933 with GeForce2 in a few weeks!
