Is it possible to import a map from a previous mod? For instance, can I import a map from PDE into GC? How about from one scenario to another for GC?

Yes - there is a process for it - you open up the scenario in the old game editor then save the data and pick what you want to export, that saves a data file that can then be loaded by another editor in another sc version. There is more documentation in the various manuals about that.
