So I have a question – this limit will be per unit’s type (for instance – Germany can have maximum 10 air fleets, 15 army groups etc) or per country total (for instance – Germany can have maximum 35 units in total, doesn’t matter which type)? In the other most recent thread on this subject -- there have already been many of them both here and at the original SC Forum -- there has also been some discussion about capping the total number of units a nation can have. For example, Hitler's plan for building his Blue Ocean Navy after defeating the USSR, was predicated in part on the idea of demobilizing half of his army divisions to free manpower for production and possibly to shift personnel from the army to the navy as well as allowing resources to be directed toward this new area.
