Convoy's between majors will have options available like selectable routes if more than one route is specified as well as the slider option (up to the maximum specified percentage) while minor convoys to majors will be automatic at the specified percentage. Whether the convoy is pre-war or not they will only be triggered if there is a friendly leaning >= 30%. For a pre-war US the leaning towards the Allies would have to be >= 30% and the convoy amount will be limited by the maximum specified percentage as well as the current MPP production of the US. If the Industrial modifier for the US is at 50% for example, and the maximum transferable MPP's is 40% of the US income then it would 40% of the currently collected MPP which is only at 50%. Also if the US has an additional convoy scripted for the USSR specified at let's say a maximum of 30% of it's total income, and it is currently transfering 20% to the UK then there will only be 10% left to transfer to the USSR. Like most everything, these numbers are editable. Game difficulty settings may further modify some of them. Note that diplomacy can affect the USA leaning, thus affecting lend lease convoys and MPPs available to UK and USSR. And a change from SC1, FOW should hide all these war readiness numbers so many decisions will have to be made in the dark until it's too late.
