HQ's morale?

Tell me please one thing - when commander's morale state lowers does his ability to boost his squads fall too or daoes it stay on the same level till he is in *panic* when it drastically disappears?

Just to understand the game mechanics better..

The latter. The full command bonuses are there until panic, then all command is broken. Being pinned does not negate command. It does stop the HQ from shooting, or moving around very effectively, which may in turn make it harder to keep squads in commmand (or the HQ alive). But he is still giving orders to anyone with a red command line, until he panics.
