So we have Partisans in Russia but, where are the Royalist Russian Cossacks, though they only operated in the North? they were loyal to the Germans, so how are they represented in the game or are they ???

Also where are the French partisans???

I would say neither of these groups had an effect at the scale of the game. The smallest unit is a corps which is usually 30,000 - 100,000 men.

The French resistance is largely a post-war myth until June 7th 1944.
