That would be cool, I was hoping the same for italy, I prefer taking italy with the germans and just spent their MPP instead of that bloody useless Italian army.... BUT... Hubert has already stated that in this implementation of the game, majors are majors and can't be switched off... So, no you can't "just play russia" you have to accept all the other majors too (UK & USA). Ofcourse you could just not spent their MPPs, but that would be silly....
