The Pre war factories Ie, until June 22 1941 that were producing KV & T-34 tanks were:

Kirov Works - Leningrad - KV

Zavod No.183 - Kharkov - T-34

ChTZ - Chelyabinsk - T-34 & KV

An aside about tank production in Leningrad. The Russians evacuated the entire Putilov works from the city before it was beseiged, lock stock and barrel. Set up again in the southern Urals, it produced 18,000 tanks there by the end of the war.

That is over 1/6th of Russian tank production for the whole war. I doubt the Germans knew how much of the productive capacity of the place had been relocated elsewhere. Leningrad was still an important manufacturing center, but nothing like as important as it was on the day of the invasion.
