The Russians evacuated the entire Putilov works from the city before it was beseiged, lock stock and barrel. Set up again in the southern Urals, it produced 18,000 tanks there by the end of the war. That is over 1/6th of Russian tank production for the whole war. I doubt the Germans knew how much of the productive capacity of the place had been relocated elsewhere.
