Not right now- don't know if they plan this in future updates. More people (including me) want to see random scenario lengths, where the end is randomly extended by 0-4 (or so) turns, to prevent last minute suicide rushes. I think what you're asking for is the ability to extend the game beyond the official time-out, and maybe that could be part of the same feature set.
