Tactics for scenarios with Exit Zone

No real scenario spoilers, but you never know what might ruin it for somebody.

What are the best tactics when playing a scenario with an Exit Zone?

For instance, in Fear in the Fog, how do you decide whether to duke it out for VL's vs. running your troops to the Exit Zone?

Could Germans win if they simply exit all units off map and concede all VL's?

Could Germans win if they camp out on the VL's?

Not really looking for specifics about this scenario as much as a way to determine what strategy to adopt for a given "Exit Zone" scenario.

Just get past the line, it's about penetration not holding VL's.

That's the way I play it.
