Will someone tell me step by step how to connect via TCP/IP to another player. We both know eachothers IP address?

I know my IP address, however I cannot start a game. I go to Join Multiplayer game, then to join network game, I enter his IP address and it says, "ERROR: Cannot connect to specified IP address". I also tried to start a game first, click on TCP/IP in connection type screen, then it asks for a password, I type one and it says, "Cannot open connection on TCP/IP network" How do two players connect using TCP/IP? Thanks!

I do have Win 98 and just typed what you instructed, however my IP address says 0.0.0.0. My DNS Servers says 24.129.0.34. Is this considered my IP address? I am using a cable modem if it makes any difference. By the way thanks for your prompt reply!

It would be a great help if someone could explain how to start a TCP/IP game and where I can find my IP address. Thank you so much! CM is the best Wargame I have ever played!
