Modifying Difficulty Levels

Hi there,

I know there are 3 difficulty levels for this game, conferring different bonus/penalty to the player.

Are they hard-coded? is there a way to mod them? like make Novice easier and Veteran harder?

Or perhaps for fun switching their attributes

They affect enemy accuracy and penetration ability, so it's hard-coded.
