On off would be fine.

Stalin would never have allowed it. Some of the B-29 crews that had to ditch there didn't get back to the United States till the 1990s -- people thought they died during the war!

For the Soviets themselves, dock workers at Murmansk and Archangel were always suspect because they had contact with foreign merchant marine crews. When an American cruiser put in to Vladivostock before the war, all the Soviets who came in contact with it's crew were afterwards sent to gulags.

Soviets exposed to Germans during the period in the mid-30s when there was cross training, upon their return to Russia, after giving their reports and being debriefed were routinely arrested and usually either put on a show trial or they'd be secretly executed.

So it's evident that Stalin didn't want his people being exposed to anyone from outside of their own country.

A different leader might have allowed Allied bombers to use bases in his own territory or even sent troops if things became really desperate, but that's a longshot. Allowing bombers to use the bases is a better possibility.

So, an on / off switch for that option would be good.

I think this should be an on/off option

Countries can be designated as cooperative or non-cooperative allies in SC2. Non-cooperative countries may not move or operate its units into territory controlled by its allies and vice versa. So by setting USSR as non-cooperative, it's essentially on it's own. No BEF defending in Stalingrad, nor Guards tanks defending Alexandria.
