As for garrisons, it should be possible now to buy any new units at L0 tech and then upgrade them as needed. The type of unit transformations needed for this idea to work would undermine the simplicity that makes SC attractive to many people, including me. I think allowing cheaper and weaker units for pure garrison purposes is a good idea. This would solve aesop's problem and maintain simplicity.
