How do you make mods?

I like to think of myself as a creative man, and I would like to try my hand at mod making, what do I need and how do I get started? Thanks in advance.

Well I haven't been modding for very long, and there is a thread on the forum where some modders gave out some advice. Run a "search" and type in "modding tips". I will try to help with what I can, so many have helped me, I'll pass it on. The first thing I use is a program called "Photo shop", some folks use "paint shop pro", I tried paint shop and found for me photo shop was easier, (might be differnt for you though), also it has a lot to do with "layering", go here this might help http://perso.wanadoo.fr/pawbroon/ , he's pretty darn good at modding.
