As an example, if at the start of Barbarossa the Axis places headquarters in Konigsberg and Warsaw and then places headquarters in Kiev and Minsk when they are captured does a supply chain exist? Minsk and Kiev are, respectively, six and seven squares from Konigsberg and Warsaw. If a supply chain does not exist then where should the headquarters be placed and are they effective if not in cities? Link to comment Share on other sites More sharing options...

Any HQ within 9 action points of a strength 10 city is at supply level 5+, and therefore acts as a level 10 supply source. So it doesn't really matter if you put those HQs in Minsk or Kiev as far as supply is concerned. Things get a bit more complicated when you move further east.
