Low quality troops aren't good at fire discipline so unless you use better soldiers your gonna have to balance that by making them less inclined to disobey your orders. A hide order could help but that comes with a lot of downsides and liabilities. I suggest you just change your ambush to be longer ranged with the guys who have to hold their fire. like if you got some guys on the side that are waiting for the enemy to cross something into their sight, while you have guys back that are waiting with covered arcs waiting to engage the enemy from the front once the enemy cross the line and get into sight of the guys on the side, but its not working 'cause the guys in front of the enemies arn't holding fire, move the guys that arn't holding fire to a farther away position that does a similar thing. or if there isn't a good spot to move those guys further back to, see if you can find a spot further forward for the guys on the side, moving the ambush forward instead of the ambushers back. Edit to add. The reason to add more distance is because the disobeying of covered arcs is about the Ptruppen feeling threatened more by the enemy than the sever consequences of courtmartial/ execution for disobeying your direct orders. So if they feel less threatened by the enemy they follow your orders more. So keeping the enemy further away helps because it makes em less threatening. That and calling in all your artillery on your own guys as punishment and to spread digital rumors of what a strong strict commander you are.
