Brain-dead TacAI?

I am long time CMx1 player and after buying CMBN a few months ago have finally sat down to start to play. I am still struggling to get used to the camera controls, how to track units, etc., and will presumably get used to that, but some of the targeting issues with the TacAI I'm not sure will grow on me... To confirm what the Manual says about Covered Arcs and Spotting... there is a bonus for spotting things within an Arc. The size of the Arc matters, however, as a HUGE Arc is effectively no different than saying "pay attention everywhere!".
