Schrullenhaft
Go to the C:\WINDOWS\TEMP directory and delete all of the temporary files (in other words all of the files) there. What is happening is that the CM Installer ends up referencing a setup.inf or something of that nature from a previous installation that left temporary files in the temp directory. Running the CM Installer isn't necessary, just a convenience since all of the files are uncompressed on the CD. In fact it is a common problem that people sometimes end up running CM from the CDROM itself.

Schrullenhaft
Make sure that the CD doesn't have any marks or dust on it. Make sure that no other programs are running and disable any anti-virus checking (though your BIOS-based anti-virus should be fine). I'd also suggest disabling any uninstaller apps, even though CM's installer was created with a very common installation toolset. Perform a manual install of CM. On the PC create a C:\PROGRAM FILES\CMBO directory. Then copy the entire contents of the CD to that directory (copying the entire diretory structure intact from the CD). You'll end up with a couple of extra files you won't need(the Installer files), but you'll have done pretty much what the Installer would have done. Next create a shortcut on the desktop and/or Start Menu from the Combat Mission.exe file you've copied to the C:\PROGRAM FILES\CMBO directory. When you launch the shortcut you'll be taken through some steps to select the resolution and refresh rate of CM (full screen, black screens with whitish colored text containing the current attempted resolution, the refresh rate and the adapter that is being used). You shouldn't get any 'cab errors' with this process, but you may have problems copying the entire CD, which could be either a problem with your drive, the CD itself or your IDE electronics/driver may be causing a problem (some VIA IDE chipsets have problems copying large amounts of data IDE-to-IDE).
