It may not be weighing the various factors very well. I'll have to take a look at it and see if it's producing the units that it should be producing. For example, will a fighter join a bomber or two in the group? Will a destroyer join a battleship to protect against subs? Yes, the AI isn't good about putting together battle groups. The AI will use aircraft carriers as landing nodes for aircraft, but it's not very good about using them, either. The reason I ask is that if they are not improvable then it would be a good idea to set up a solo ruleset and leave off paratroops and carriers. And setup SS and BB in a way that would make sense for the ai to use better (similar to the current setup).
