This is spelled out in the End User License Agreement that is part of the game. Strictly speaking you are only allowed to have the second activation for personal use, but we do not enforce this part of the EULA. Sending someone your key however does involve risks. Once the key is known, the other person can use it without limitations and could "steal" your activations from you.
