Neither is eLicense, nor anything else that we'd ever release. eLicense requires an internet connection to activate it, but it won't connect until you tell it to, and it will only do so once, during the activation, and never again (unless you need to unlicense and relicense when e.g. you'd want to move your license to another PC).
