He has built the two paratroops units before the arriving of the unit which appeart next to Hamburg so he has three paratroops units at the same time as axis. The problem is that the allied player has told him that he was doing a "cheat". Is there any official rule for this case? Is this cheat? I don't agree but i would like to know your opinion. If one of the paratroop units gets killed then he won't be able to reform it, so he will miss out on the cheap cost of rebuilding a destroyed unit.
