AI and loops

In my campaign game I have america split. I have the purchasing scripts for the US.

The problem is I cant tell the USA AI where to place their builds.

For Europe they need air and land, almost no naval

For the Pacific they need air and naval, not a lot of land.

I can assemble fleets of course but I am not sure where the AI will place build and handle the loop from Europe to Pacific.

Would it be better to simply make AI pacific naval reinforcement units at X dates and ignore MPP naval builds? Or can I script a fleet for pacific

If I do make a script for the fleet how can I make it heavy on carriers?
