Rocket / air unit interceptions

Synopsis: V1-Rocket (= lvl 0 or lvl 1 rockets) interception through fighters / anti-air units and air unit interception through lvl 5 Rockets

Design Summary:

Allow fighters to intercept low level rocket (V1-Rockets were intercepted by anti air guns and fighters. Intercepted rocket attacks should do no damage, neither should the rocket unit suffer damage

Allow level 5 Rocket to interceptair units, or at least strategic bombers (representing anti air missle tech, which should be at hand when reached the highest possible missle / rocket tech level. The rocket unit shouldn't suffer any damage through a sucessfull interception.

Problem #1: AI programming (when and where to use low level rocket units / high level rocket units)
