Spotting Rules

Does anyone recall wher I might find a set of rules that covered unit spotting. The gist of them was that you could only view from level 1 unless you were in a building.....

I think what you are looking for is Franko's True Combat rules.

They date back to CMBO days. I don't remember all the details of them, if you do a search for "Franko" in the CMBO archives, you'll probably find them.
