Attacker has 1.25 times the forces of the defender. the Victory Locations (VLs, the flags) are located forward in the defenders deployment. The defender does not get fortifications or foxholes. Attack Attacker has 1.5 times the defenders force size. VLs are midway back in the defenders deployment area. Defender gets fortifications and foxholes Assault Attacker has 1.75 times the defenders force size. VLs are at the back of the defenders deployment area. More of the defenders points are allocated to fortifications and he gets foxholes and is also allowed to place fallback foxholes. Happy now?
