Do you give germany the lion's share and level italy with the scraps? What countries do you let Germany take and what countries do you let Italy take. Just curious. Can I have Germany control Odessa for a turn, get it's MMP and then have an Italian unit take over the garrison on the next turn (which changes the color of the hex) and then Italy will get the MMP's?
