Most install/uninstall programs don't delete files they didn't put there (for instance data files, like save games). Uninstall, then delete the Strategic Command directory (under C:\Program Files by default). Then reinstall and see if you still get kicked back to the desktop. If you simply deleted the folder, then your pc may still have info about the original installed game in your registry. So you will notice that only one file is making the trouble It is the file called sc log or something.
