Map Making ?

Heavy large buildings fill the whole map tile, so if they were turned they wouldn't fit in the tile any more. And diagonal roads cause problems in city maps, just for the reason that H&L buildings fill the whole tile - part of the road can get under the building's corner, then.

Maybe if there were light tall buildings with pavement around them (eg. instead of 'open' within the same time), then you could do this better by using pavement tiles as roads.
