I spent my childhood in Amsterdam and was raised in an apartment with 20 other families. Cars were for Sunday drives and holidays. Commuting was indeed by electric trams. The cars were often rented as required.

the flaw there is you likely can't afford the computer or the games...

That's the ticket then...  Impoverish yourself buying games and gaming hardware - then get subsidies and govt handouts for lo-income/lo savings.  

Actually not a novel idea.  Many already do similar with cars, TV's etc etc.
