Steam and Reshade

Recently installed the Steam build of SF2, and have tried to mount reshade onto it, but whenever I launch the game reshade is not enabled. I try to run the game in Windows XP Service Pack 3 compatibility mode, which is the usual fix, but that just results in the game failing to launch and the Slitherine launcher relaunching. Anyone know a solution?

Usually, the reshade dll (opengl32.dll) needs to be in the same location as the executable for the game. I don't have the steam versions of CM but assume that would be somewhere like '../Steam/steamapps/common/Combat Mission Shock Force 2'.
