Why do infantry fire small arms against armour - only in some scenarios?

I tried this out now, setting all Germans to be greens with extreme motivation and -2 leadership, They are in contact with their green -2 HQ. No difference in outcome.

All looked good to me.

I just tested your test scenario, and the Greyhounds are in fact unbuttoned. Which of course makes the Germans shoot at them. This is why I asked if they were buttoned or not.

Playing as the US, and manually ordering the Greyhounds to button, the Germans don't shoot at them.
