"Captured" explanation impossible Tor-M1 and Tor-M2 in Donbas

Quick. How many Tor-M1 systems did Ukraine ever have in service after 2001? None, for the system was taken out of service because of maintenance issues. Exactly, so if it had none available when Putin kicked off his hybrid war in 2014, wouldn't it be fair to say none could've been captured from its troops or otherwise acquired? Yet the DPR  "coal miners" have now got the Tor-M1 SAM system, arguably one of the most advanced mobile tactical SAM systems on the planet. Worse, the Tor-M2 is now there, too.

The supporting video at the link paints an even more disturbing picture. It shows the latest and greatest version of the Tor-M2 is also there. Here's quite the recent piece on Russian sniper rifles in the Donetsk. "Coal miners'" pay must be very high, for one of them is rocking a weapon whose civilian version is $30 K American!

Thait is an exception, unfortunately. Loyalists benefit buying weapons from civilian market, while DPR soldiers have problems with customs if they want to buy good enough "civilian" rifle in Russia. (Usual soldiers I mean) Only someone very rich, with good sponsors can do it. I recently saw video where sniper from "August" battalion tells about problems with hitting anything further than 1000m as they have only SVDs. While loyalists have many weapons in .338 and 0.5. Goverment supply is rather unflexible, they can give an echelone of ammunition but not a good scope or a good rifle.
