i am pretty sure Chris said that the russians and ukrainians would be using some older type of binocular night vision I think. I went back into the back into the shockforce thread and dug up this Chris said that american forces would get the AN/PSQ-20 but he said nothing about how common they would be

For base game the breakdown is like this:

All Russian troops have night vision sights for their small arms. Russian brigade recon troops also have night vision goggles.

Ukrainian soldiers do not have any NVG, other than a few troops in recon units (typically squad and team leaders) who have night vision sights for their rifles.

The US is explicitly supplying NVGs to the Ukrainians. Several articles state this.

Blankets, night-vision goggles are also important, but one cannot win the war with blankets.”
