I'm not sure what the answer may be, so the following are some 'shot in the dark' guesses to try out.

Do you have macros programmed with the Razer Synapse software ? I'm not aware of any specific issues with the Razer software (I use a DeathAdder V2 myself), but I don't have any specific macros or lighting programmed in. Do you have any custom mappings for your mouse or keyboard ? If so, try to set them for a default setting and see if that makes any difference. For Synapse I'm using version 3.7.731.72516, though I'm not really utilizing any features of it beyond the basic driver that gets installed.

The Nvidia driver you're using is the one I'm using (512.15) and I haven't noticed any particular problems with CM and this driver either.

What other USB devices do you have plugged in ? Your DXDiag report lists a couple with corrupted names (at least in English). Are you using Razer headphones for audio (especially if they are USB) ? If so, you may want to try unplugging the headphones and using the motherboard's Realtek audio (if you have a set of headphones or speakers that can use an audio jack).

Are you using any mods (graphical or sound) ? If so, can you unload them (move them out of your Z or Data folders) and see if that makes a difference ? Do you use Reshade or any other post-processining software ? If so, then disable it and see if that also makes a difference.

Thanks I found the issue, it wasn't my mouse or USB devices, I'm using a razer viper, but I don't have Synapse installed. It also wasn't the X-mouse button control macro program I was running, I also was using no mods. The actual issue appears to have been the Windows Japanese IME, I'm going to post a screenshot to show what setting to use in order to fix the problem, the IME is still in beta and a change to it must have been the cause as far as I can tell. I never would have thought to even try this out if you had not mentioned the keyboard macro. Bizarre bug, bizarre fix, I'm grateful to be able to play again.

  2. I played a PBEM against a friend I often play with back in December, I took a break for a few months afterwards, I came back to play a single player campaign, "Crossing the Dnieper" in CMBS, right away I noticed some weird glitches. Which occur in every combat mission I own.

    1. When I shift+click to select multiple units at the same time, the game lags out after trying to select a third unit and there is a large delay, issuing them all orders at the same time is basically impossible and very laggy, issuing orders unit by unit, is no real problem
    2. When using the mouse scroll wheel to move the camera up and down, or when trying to pan the camera, the controls are very unresponsive and delayed.
    3. When pressing the red button to play out the turn the following occurs roughly 30~40% of the time,
    • The game can't be fast forwarded or rewound while watching the turn play out
    • After the turn has played out the Done message appears and I cannot interact with the game in any way, the only option is to task manager and close the game

I have been playing Combat missions for several years and I have never experienced any major technical issues as far as lag or very low fps, except for on overly huge scenarios. I even tried to play battles that were sized tiny and the issues were the exact same as above. I've tried reinstalling the games on a different hard disk, I've tried resetting my nvidia control panel  to default settings as well. I also tried running the game in windows 8 compatibility mode. I'd be really grateful if anyone had any ideas at all thanks.
