Don't bother with trying other maps, because the result will be the same. The game is hardcoded to not allow the withdraw command when you're in the ground floor of a building.
This change was deliberately added a couple of patches ago in order to prevent the AI from running out of buildings when under fire. Before the change, it was often possible to eliminate enemies from buildings simply by suppressing them, and they would eventually trigger the fall back behaviour, which works for the AI just like for the human player.
The AI troops would then run out of the house and often straight into the street and get shot down easily. It made it too easy to clear buildings. And since they were not able to improve the AI behaviour, they instead just disabled the function when inside buildings.

This is VERY easy to do accidentally. Not that I've ever done that 🤣

Target arc overrides and disables the face command.
If you want to use a short target arc as a way to stop them from opening fire while facing them in the right direction, use an actual arc where the centre of the arc is in line with the direction you want them to look, rather than a circular target arc.

However, history shows that targeted price controls are effective at fighting inflation, for example in Kennedy's conflict against US Steel back in the day, when they tried to raise their prices despite the wage and price guidelines in place at the time to curb inflation. He even got a nice birthday song by Marilyn Monroe out of it.
Today all of this is largely forgotten and the only price controls our politicians are willing to implement are frozen wages "for the good of all".

We do in some way seeing them adapting: previously during oil rafinery attack they philosophically contemplated "whose that drone is it?" while it simply slowly flew past them. Now they joyously shoot in the air with their AK's like on Kurdish wedding.
So they are adapting.

In general, the situation is quite tense, food and fuel prices are constantly rising. In the first months of the war, our government kept the value of the national currency against the US dollar. But in the last month, the hryvnia was released into free fall and declared that the old prices for the dollar would no longer exist. Prices for literally all groups of goods began to rise noticeably.
Despite all this, the mood of the people is quite calm. I expected that during the war it would be much harder in the rear. So thanks to our Western allies for economic assistance

Automation: the fear that automation will take away jobs is as old as automation itself. The word 'sabotage' stems from the wooden shoes ('sabot') of french weavers. They threw them into the mechanical looms in protest.
What automation does is shift jobs from one group of persons to another, and usually creating more jobs than before. That is bad for the first group, but a net positive effect for the economy.

I am not talking about CMCW (I do believe it is best CM game so far) because of an obvious lack of time. As soon as war is over, I will go to that subforum.
And my "obsession" with war stems from the fact that I wanted to leave my past in the past. But now my past is threatening my quiet European life and everything I stand for.  I cannot stop them with bullets but at least I will make their propaganda less successful, at least here.

Are you on the latest patch? That used to be a common bug but I haven't really seen it since it got patched out minus a handful of weird incidents over hundreds of hours of gameplay.
