In a PBEM game is it better for the Germans to fortify at the waters edge (France) or one hex back, out of range of shore bombardment? Sincerely, Frank

It just seemed to me if "intel" increases your % chance over time there is a large mathematical benefit

In a PBEM game is there a set order that the axis or allies should use with regard to research? My concern is that if one side or the other is able to raise the intelligence research level to 3 or above early in the game it will severely affect the oppositions ability conduct research?
