Synopsis: As the war approached it?s end, the Germans ran short of fuel and produced Ersatz Oil. Late in the war the Germans stockpiled oil so they could have limited counterattacks. All this can be represented in the game.

Each Major Country begins with an Oil Pool. Every time a unit moves one hex it uses one unit of oil.

If an infantry unit moves 3 hexes it uses 3 units of oil. If an air wing flies 6 hexes to conduct a mission and 6 hexes to return home, it has moved 12 hexes and uses 12 units of oil. If a naval unit moves 30 hexes in a turn it uses 30 units of oil.

If a unit comes under attack and is forced to retreat 1 hex it uses up 1 unit of oil.

Where a unit comes under attack but does not move it does not use up any oil.

Where a unit does not move, but it attacks an adjacent enemy unit, the unit would use 1 unit of oil.

In the meantime each Major Country has a factory (discussed in another thread). Each country can choose to spend production points and increase their rate of production of oil. This slowly tops up their Oil Pool. It is likely the Germans are the only power required to utilise this feature but the feature should be available to the other major powers to use at their discretion.

Across the map there would be some hexes designated as Oil Hexes. When a major power captures these hexes the rate of oil production increases. And the opponent?s rate of oil production decreases. Upon capture, it would be wrong for the Oil Pool to suddenly increase by a large amount. Instead the rate of oil production increases. This gives incentive for the Germans to capture and hold these oil hexes for as long as possible.

The oil hexes can be damaged by Strategic Bombing. The damage done is that the rate of production declines. This might cause the German player to spend production points to increase the rate of production of oil. Production points spent here means fewer production points available to spend elsewhere and the strategic bombing bites.

Each turn all units are refuelled automatically.

As the game approaches it?s end the major power might be short of oil. Once the oil pool drops to a designated level the player receives a warning. Then the player must designate which units can be refuelled rather than the game doing so automatically.

This allows the German player to mount limited counter-attacks late in the war while other German units remain stationary due to lack of fuel. But the stationary units don?t lose their attack or defence values.

CONS: Players might find it a chore deciding which units to refuel manually
