Axis could have used 3 corps west on turn one and stalled Allied from crossing rhine turn one. However, players usually go for LC so that normally is no problem. Allies can see Axis attack coming and attack LC themselves turn 2, IF they wish. Better not to attack it as it forces Axis to take all minors nations for Italy to join.
