I don't think that the Sturmtiger is available in May 1944 historically so the same is true in the game. Earliest it is available is August 1944 after a quick check. You can make it available (ahistorically of course) by setting the date to August 1944 in the Parameters section of the scenario while you are editing it. Select the Sturm Tiger and then set the date back to what you wanted and viola you can have any unit about whenever you want. Even Sturmtigers in 1941. Coolio. Hope this helps.
