Are all 75mm HE created equal?

I've read that some 75mm HE had more explosive filler than other shells. For example, the short barrelled "Stummel" supposedly had a 75mm shell that packed more of a punch, since the low exit velocity meant that the walls of the shell could be thinner, allowing more explosive filler.

Is this modelled in this game, or is 75mm HE always the same?

I have also read that Soviet HE had a bigger blast kilo for kilo due a difference of formulation. The downside was that it was also more unstable, meaning that a penetration was more likely to cause an immediate brew-up. Bye-bye crew...

I don't know about the Stummel in particular, but in general I assume the properties of each shell are modeled if for no other reason than because they were modeled in the CM1 games.

Yes, the difference is modelled. There's a substantial difference in game between the explosion from a 75mm HE shell from the Panther's L70 compared to the much more powerful explosion from a 75mm L24 such as found on a Stummel.
