It's natural for most people to comprehend someone's behavior from their own mental/cultural position.
And anything that is outside of the norm of the civilized person seems like a funny quirk - hence the genuine fascination of the western folk with russian/soviet "culture", not realizing those aren't funny quirks. Not funny at all.
Hence why it's so hard to explain to any person whose neighbors are either getting high in Amsterdam or chill in cafeterias near the Eiffel Tower - how anyone can be so genuinely evil and barbaric - it seems truly unbelievable and exaggerated.
And then you get Bucha and Mariupol.

I liked the shadows in this shot. Very dynamic. There were better shadows coming from just a few feet to the left, but then youd see the frankenstein's monster of three Soviet soldiers merging into one, with a singular hollow-eyed stare peering out of the lovecraftian beast.

Some good points...
1. Changing the engine-coded surrender mechanics would, as mentioned, "break" earlier scenarios and campaigns.
2. I have no idea how much work it would entail to change the engine-coded behavior. (Morale in this game is more complex than it seems at first glance.)
3. There are work-arounds, again previously mentioned (reinforcements after game end and/or hidden objectives with higher HQ towards the rear), but that may not help for the battles created without them.
My suggestion would be to allow the behavior to stay the same...except for this: when the AI wishes to surrender, the game does not end. Instead, the player would get a screen, "The Enemy wishes to Surrender. Do you accept?" with a "Keep Fighting" or "Collect the Prisoners" option.
The problem there is that the Global Morale of the defeated enemy will be poor and it may keep trying to surrender, unless that behavior is suppressed.
Again, it would entail extra coding and may or may not have unforeseen ramifications. (Complex systems behave in complex manners. )

I just pulled out a Tactical Victory as the Americans in the Mitteachsenbach scenario by the skin of my teeth.
This was one of those games that keeps me coming back to Combat Mission. At first it seemed hopeless. Then reinforcements started tricking in. You threw them in to the line hoping they'd hold. Some did, some didn't. The battle was in doubt right up the the very end.
There was one M60 that found a keyhole position in a village the Soviets bypassed and managed to take out 7 T-80s in the flank as they rolled past before getting knocked out!
The biggest threat to the Americans early in this battle is despair as the sheer size of the Soviet assault becomes apparent. I really didn't think I had a chance until about the 50 minute mark.

The Soviets also sent ISU-152s to Egypt in the 60s and 70s, which in turn were captured in their wars with the Israelis. One interesting conversion was where they removed the main gun and converted them into BTT-1 recovery vehicles:

Sometimes a knife will work in a gunfight if you blindside your opponent. Here's an M20. Every time the tac AI survival would try to reverse it, I hit the cancel order and gave a target order on the Stug. Repeat and rinse. Eventually the Stug stopped. And never moved again. I checked after the battle and only the driver was left and he was in panic. This is from the Battle for Collecchio scenario.
