Hi - My understanding was that units could not be reinforced when their supply was less than 5. In a recent W&W game, an Italian army on the tile just the the South East of Tobruk was on supply 4, and after regularly knocking it down to level 1 or 2 strength, it was reinforced to 7, each time - really frustrating, particularly as I was also bombing the bejeezes out of Tobruk harbour, sending it to level 0 or 1? Doesn't seem right. Can someone set me straight. Cheers.
